Fossil Ridge Metropolitan Districts Nos. 1-3 2019 Budget
The proposed 2019 budgets for Fossil Ridge Metropolitan Districts #1, #2, and #3 are available for inspection by the public at the offices of CRS of Colorado, 7995 E. Prentice Avenue, #103E, Greenwood Village, CO  80111 between the hours of 8:00 A.M. and 5:00 P.M. Monday through Friday. FRMD Declines to Immediately Issue Bonds Requested by Brookfield
In response to Brookfield’s request to immediately issue an additional approximately 37 million in subordinate and sub-subordinate bonds (typically those bonds with a lower rating, higher interest rates, and largest potential impact on future bond ratings) the Boards for Fossil Ridge Metropolitan District Nos. 1-3 (Districts) contracted with the financial firm Ehlers to obtain advice on municipal finance matters related to proposed bond issues and to assist the Boards in evaluating the Districts’ bonding capacity. Based on Ehlers’ analysis, as documented in its September 7, 2018 Fossil Ridge Projected Cash Flow Memorandum, at their September 14, 2018 special meeting the Boards collectively concluded that it would be financially imprudent for the Districts to issue the subordinate and sub-subordinate debt requested by Brookfield. At the September 14 special meeting, the Boards unanimously passed the following motion accepting the findings and recommendations set forth in the Memorandum from Ehlers: [Motion] that the Boards for Districts 1, 2 and 3 accept the September 7, 2018 Fossil Ridge Projected Cash Flow Memorandum from Ehlers, and that the Districts not issue subordinate and sub-subordinate debt, based on the following findings and recommendations set forth in that memorandum: We conclude that it would be financially imprudent for the Districts to issue subordinate and sub-subordinate debt. Issuance of the subordinate and sub-subordinate debt will negatively impact the Districts given the current appreciation rate of the Districts, the needs of the Districts to undertake deferred maintenance on the Districts’ assets, the need for future funds to be available for the Districts’ assets and the need for continued maintenance of those assets. Our conclusion is based on, in part, the following reasons: We do not believe the issuance of subordinate and sub-subordinate debt has a reasonable expectation that the debt will be repaid. The issuance of subordinate and sub-subordinate debt is financially imprudent based on the current growth assumptions of the Districts. The financial projection of Brookfield’s financial advisor, D.A. Davidson, relies on a 6% biennial increase in assessment values in all Districts, which has not been historically achieved, and likely will not be achieved for a significant period. Additional funds should be set aside to meet the ongoing and future maintenance of the District’s assets. The District’s outstanding 2010, 2014 and 2016 Bonds are callable in 2020. This may allow for reduction of interest costs which would improve the District’s cash flow and allow for additional repayment of developer advances. However, the issuance of subordinate and sub-subordinate debt may impact the District’s ability to undertake a refunding. The issuance of subordinate and sub-subordinate debt may negatively impact the District’s ability to obtain an investment grade bond rating. NOTE: This decision does not mean that we will not have to issue bonds in the future to settle the debt with Brookfield, but the intent is to do it in accordance with the Service Plan.

The Fossil Ridge Metropolitan District (“FRMD”) Boards #1, #2, and #3 will be conducting a work session related to the 2019 Budget. The Agenda will be to review the Draft 2019 Budgets for FRMD #1, #2, and #3.  The Finance Committee will facilitate the meeting.  Residents can view the current working drafts of the 2019 Budget in the Board Packet for the October 15, 2018 meeting (http://www.solterra-connect.com/TheDistrict/BoardofDirectorsMeetingsInformation/BoardMeetingPacket.aspx on pages 271-283) or at the offices of FRMD accountant, Community Resource Services of Colorado, located at 7995 E. Prentice Ave. Suite 103E, Greenwood Village, CO 80111. 
Board quorums are expected. However, no formal board actions will be taken or considered.

Dear Solterra Neighbor:
It is that time of year when the landscape and maintenance people prepare for the fall. These activities include native grass cutting, re-seeding, plant and tree replacement and watering schedule adjustments. The process has started this week. You will note truck traffic on the paths as well as altered watering schedules with the goal of establishing the native seeding as well as watering new trees and shrubs for winter survival. If the hot weather continues, areas may be watered more than once per day to establish the seeds and plants. PLEASE DO NOT TOUCH OR ADJUST THE WATER VALVES. Leave that to the maintenance personnel. The Judges' unofficial 2018 Director Election Results are in!
Click Here to view! Please note that the results are unofficial and subject to change based on the results of the Canvass Board Meeting and the receipt of UOCAVA (Uniform and Overseas Absentee Voter Act) ballots.  The Canvass Boards are scheduled to meet on Thursday, May 17th and the official election results will be posted on the website shortly thereafter.

ANNUAL SOLTERRA COMMUNITY YARD SALE
Saturday, June 23rd, 8:30 AM – 1:00 PM. All interested residents are encouraged to participate! No charge for participating! Yard Sale directional signs are available from Lisa Jaworski (615-440-7357). Contact her to arrange pick-up. (Signs available on a first come, first served basis.) Banners will also be put up the week before at the entrances to the community. The yard sale has been listed on multiple websites.

Applicants Sought to Fill an FRMD District 2 Board Vacancy
Due to the ​departure of long serving FRMD2 Board Director, Kathleen Kelley, the District 2 Board is seeking to appoint a new Director to serve until the next regular election. Residents of District 2 who are interested in being considered for this position are requested to submit a Letter of Intent that provides a summary of their qualifications for the position. Of particular  interest are candidates with a financial background and the ability to devote 20-25 hours per month to Board matters. Letters of ​Intent should be forwarded to Special District Management Services Inc, ATTN: Steve Beck – District Manager, at 141 Union Blvd, Suite 150, Lakewood CO 80228 or they can be e-mailed to him at sbeck@sdmsi.com. The deadline for him to receive the Letter of Intent is June 5, 2018. See Colorado Statutes, Title 32-1-905(2)(a) Re: Vacancies filled by appointment. Attention Registered Solterra Voters Re: Ballot Receipt
Residents can call SDMS to verify the status of their ballots if they are uncertain they've been received. If a ballot hasn't yet been received, registered voters can go down to the SDMS office to get a replacement ballot and cast their respective vote there. Typically the SDMS office receives the mail by 1:00 PM M-F so if residents think their ballot may be late, please call after 1:00 PM today to verify its status. Important Information Regarding District Voting Ballots
There have been reports of returned ballots. The Districts do not know why the ballots are being returned but are investigating the issue with the post office. Anyone whose ballot was returned OR who has any concerns regarding the delivery of their ballot should hand-deliver to Lisa’s office at 141 Union Blvd., Ste. 150, Lakewood, CO  80228.  Office hours on Monday, May 7th are 8 am to 5 pm. The office will be open on Election Day,  Tuesday, May 8th from 7 am to 7pm. All ballots must be returned in hand no later than 7:00 pm on May 8th, Election Day.

Important announcement from FRMD Districts 1 - 3
The next Fossil Ridge Metropolitan District Community Forum is scheduled for Saturday, March 17th at the Retreat, 10:30am to 12:00 Noon at the retreat. The Communications subcommittee has decided the topic for discussion should be our Tributary.  Its purpose, function, operation and maintenance required will be the primary focus.  It would also be beneficial to receive community input regarding the communities understanding and vision of the Tributary. There will be four board members present, two from District 2 and two from District 3.  A board quorum will not exist and no actions will be taken. We look forward to seeing you on the 17th! Fossil Ridge Metropolitan District Boards 1, 2, & 3
To Our Solterra Residents: There has been much discussion about Fossil Ridge Metropolitan District (FRMD) Bonds over the last few months.  As has been stated (multiple times), the current FRMD Boards have no intention of making decisions regarding existing bonds or new bonds until the new boards are elected this May.  The Service Plan does not require a decision on additional bonding until 2020.  That being said, a number of community members have requested that we present basic information about FRMD Bonds to the community, which we are calling a “Bond Primer.” The FRMD Boards have decided to replace the previously scheduled February 21st Community Forum with a Bond Primer.  The FRMD Boards’ Finance Committee will offer this presentation on February 21, 2018 beginning at 6:30 PM.  The location is presently scheduled for the Red Rocks Baptist Church located at 14711 W. Morrison Road, Morrison, CO 80465.  The FRMD Board Finance Committee chose this location to satisfy the need for space capacity and presentation technology. We request two things of our community members so that we may make this meeting as meaningful and beneficial as possible: Please submit your bond questions to: SolterraQandA@gmail.com no later than Friday, February 2nd. Please indicate your interest in attending, even if you do not have a question, so we can reasonably estimate attendance. We look forward to seeing you on Wednesday, February 21, 2018 at 6:30 PM at Red Rocks Baptist Church! FRMD Board Members will be in attendance and a public notice shall be posted accordingly.  Please note that although a Board Meeting Notice shall be posted the Bond Primer is not a FRMD Board meeting and no FRMD Board business will be conducted.

IMPORTANT FRMD DATES AHEAD! 
Tuesday January 16, 2018 -​ 10am - 9pm​ - For those interested running for a Board seat, on FRMD District No. 1, or in voting in the FRMD District No. 1 election, the Inclusion paperwork is now available, along with an updated and revised Did You Know regarding the inclusion process. The Petition for Inclusion can be downloaded and brought to The Retreat on Tuesday, January 16, 2018 between the hours of 10:00am and 9:00pm, or extra copies of the Petition will be available at The Retreat during that time.  Ms. Powell and Mr. Ross will be available to answer questions for those that missed the meeting, or individuals with additional questions.  A notary will be available.  For those who wish to include their property, but will not be available on January 16th, 2018, the paperwork can be downloaded, signed, notarized, and delivered with a copy of the deed, no later than January 16, 2018 to the address below.  Please make sure to see the instructions on the Petition for items needed for inclusion. ​The inclusion petition and the updated and revised Did You Know can be found at Solterra Connect, under the District Tab – 2018 Election, or click here.

THE FRMD INFO SESSION JANUARY 2ND!
6:30 pm-8:00 pm, at the LUTHERAN CHURCH OF THE MASTER, 14099 West Jewell Avenue. (On the corner of Alameda and Jewell). The church parking lot is accessible from Jewell and the church entrance is located on the SouthEast side of the building. There should be someone at the entrance directing residents up the stairs to the meeting room. There is also a side entrance on the second floor which can be used for wheelchair access. Please ask for assistance if you need it! We’ll be discussing and asking questions relating to District 1 registration and the election timeline. Click Here for more information.
