FRMD Finance Committee Openings
There are two openings on the FRMD Finance Committee. You must be a resident of FRMD 2 or FRMD 3 to be a member. At least one of the openings must be filled by a resident of FRMD 3.
Members of the FRMD Finance Committee review, assess, and monitor the District’s financial statements. They also make recommendations to the Boards regarding the District’s financial health and FRMD financial systems and processes. In addition, they work with the District’s accountant, service providers, and District committees to develop the annual budget.
Candidates should have some experience with understanding financial statements, budgets, debt issuance/management, or auditing (either internal or financial).

Mission
The Finance Committee is established for the purpose of reviewing various financial matters concerning the Districts, including budgets, audits and financing matters and to further make recommendations to the Boards regarding such matters.
The focus for 2021:

The focus for 2021:
- Finalized 2021 Budget and Plan.
- Spread 2021 final budget by quarters.
- Quarterly, “actual to budget” reporting within 30 days of the end of the quarter.
- Implement financial analytical tools, like “trailing twelve” analysis and budget to actual basedon some form of “materiality”.
- Oversee 12/31/2020 independent audit.
- Oversee the 2022 budget process.
- Using the 2019 Reserve Study and working with the Retreat & Pool Committee, the District Engineer, and the Community Manager, project out the capital and repair needs for the next 5 years.
- 3-year projection of revenue and expenses.
- Continue to determine which Builder Advances are District eligible cost.
- Develop policy to comply with “Post-Issuance Debt Compliance Procedures”.
- Evaluate how to move more of the analytical work to CRS.
